Love your enemy, Seek and Speak the Truth: Rwanda Gacaca; policies of repentance and forgiveness
From decades of internalized ethnic hatred until the 1994 Genocide against Tutsi, Rwanda citizens have known series of wars, institutionalized ethnic harassment, arrests, slaughters on one hand; and exiles and refugees mostly on the African continent on the other hand. As a result, all Rwandan systems were decimated by the 1994 genocide against Tutsi including criminal justice infrastructure. Around one million Tutsi ethnic were massacred, Rwanda counted innumerable massacred bodies and tombs; as well hundred thousands of genocide perpetrators in prisons and on the loose. The country had no other choice but to formulate a home grown policies of repentance, punishment and forgiveness.
